Internationalization of Swiss SMEs : a review of the SME export + promotion policy in canton de Vaud

English The objective of this work is to provide an overview of the tools used in the canton of
Vaud for the promotion of the exports of local SMEs and to find out whether the services
offered correspond to the needs of SMEs.
We first defined what are the SMEs’ needs to internationalize and export thanks to
International Business Management literature and empirical studies led by Swiss
researchers and universities. Then, we particularly focused on those supportive services offered by two important actors in the promotion of SMEs in the canton, the Vaud
Chamber of Commerce and Industry (CVCI), which, as its name indicates, acts at the
cantonal level, and Switzerland Global Enterprise (S-GE), which acts at the national
level. We also looked at bilateral and free trade agreements that are strong tools to promote Swiss exports. The three main SME needs highlighted during this research are foreign market access
facilitation, building strong internationalization business networks, and SME staff foreign
trade training. CVCI and S-GE offer a multitude of supportive services. They are working in concert and do not propose services that the other propose. That way, they can offer a wide range of
services. CVCI’s services are focused on training, market access facilitation, and delivery
of official export documents. Most of their services are personalized due to the
heterogeneity of SMEs. They also help in collaboration with the company Forminter to
train SME staff and even to pass a federal diploma in international trade. Concerning SGE,
with its network of Swiss Business Hubs all around the world, the institution can propose many services focused on the development of activities abroad from the start
with a market analysis or advice on markets, to the end with, for instance, the identification of distributors. The Swiss Business Hubs’ places match well with bilateral/free trade agreements. These types of agreements increase business bridging with foreign countries. We also decided to look at what our neighbour, France, does. Most supportive services are similar except a bigger network of French hubs around the world. French chambers of commerce also propose a wider choice of trainings. However,
France has 6,5 times more SMEs, and chambers of commerce are state-owned which
is not the case in Switzerland where the cantonal chamber of commerce are private.
To conclude, even if the country proposes fewer services than France, we can say that
the services provided are covering the SMEs' main needs to be able to export and internationalize.
